CIVIL SERVICE COMMISSION
MAY 4, 2011

Item #1: Call to Order:
Commissioner Fran Delaney called the meeting to order at 4:05 p.m. at the Town Hall, 3rd Floor Conference Room, 338 Main Street, Winsted, CT 06098.

Item #2: Roll Call:
Present: Commissioners Fran Delaney, Skip Marsh and Joe Nichols; Examiner Wayne Dove; Town Manager Dale Martin

Item #3: Review Civil Service Procedures with Town Manager:
The ‘meet and greet’ meeting between the Commissioners and Town Manager was held for the purpose of reviewing the standard operating procedures of the Civil Service Commission as it relates to the hiring processes for the Town of Winchester.

Commissioner Delaney made a presentation to Dale Martin, focusing on the Commission’s policies, procedures, and past practices, and talked about several town-related matters that Civil Service is presently involved in.

A variety of concerns were raised with regard to the Civil Service process (i.e. perception and transparency issues, less time to complete a hiring process, enhanced communication within departments, etc.). Everyone agreed to work together on short and long-term plans to address and resolve matters concerning the town and its employees.

Fran, Joe, Skip and Wayne thanked Dale for his attendance. They offered Dale their support as he undertakes his leadership role as Winsted’s new Town Manager.

Item #4: Adjourn:
A motion was made by NICHOLS and seconded by MARSH to adjourn the meeting at 5:10 p.m. All in favor. Unanimous.
