TAX RELIEF PLANS
The Town of Winchester now offers three basic plans for taxpayers 65 and over and totally disabled persons.
The town and state credit is a sliding scale based on income. The State of Connecticut contributes part of the credit and the Town provides the other part.
In order to continue receiving tax credit benefits for elderly, under state law, you or someone appointed by, must fill out the enclosed application and return it to this office no later than May 15, 2011. (Filing period February 1-May 15)
To remain on this program, you must file in accordance with the instructions on the application. You are required to submit proof of your income. This proof is based on your 2010 income consisting of a copy of your Federal Income Tax Return, bank statements showing interest earned, dividend statements and statements from Social Security (form SSA-1099). These requirements must be met in order to continue on the program.
An additional program is a Tax Deferral Program where real estate owners must qualify by income and age requirements and be owner occupied for 3 or more years. Taxes will be paid back to the Town when your home is sold or title is transferred to someone else. Although the Town will place a lien on the Land Records, this is an INTEREST FREE lien, and simply means that the Town is entitled to reimbursement the day the property is sold. The advantage to you in selecting this program is especially attractive for those who wish to have more cash flow and be able to meet their living expenses or have extra money to invest for the future, travel or have a better quality of life. Keep in mind that this is an INTEREST FREE lien. Please contact our office for an application if you wish to apply for this benefit.
The Town will in no way try to enforce the collection of the balance until your home is sold or transferred to someone else.
Income Requirements:
Income for Single $32,300 Income for Married $39,500.
