About the Department
The Winchester Police Department has been the law enforcement authority in the Town of Winchester, City of Winsted, Connecticut since 1903. The patrol division is currently staffed with a force of twenty (20) sworn, full-time officers and is responsible for 34 square miles which comprise the town and city, including three (3) lakes, state forests, and both urban and rural areas. The residential population is approximately 12,000 however these figures change during the recreational seasons (particularly in the summer when occupancy at Highland Lake is at its highest).
The D.A.R.E. program remains a vital function of this department. Officer Robert Varasconi recently began training D.A.R.E. Sergeant Brian Fox, began training D.A.R.E. in our local schools in October of 2002. He joined Sgt. Kevin Kinahan, who has been involved with the D.A.R.E. program since 1996.
Deputy Chief Robert Scannell assumed the second-in-command position in August of 2001 and brings with him a wealth of knowledge and experience to this department. Prior to joining the Winchester Police Department, Deputy Chief Scannell was a lieutenant with Watertown Police Department.
Chief Guerriero established the department's first Citizen's Police Academy and since then two classes have been conducted, providing attendees with an understanding of modern day law enforcement, including such topics as criminal and motor vehicle law, police procedure, crime scene investigations, communications, arrest and control tactics, and traffic enforcement.
