Summary

On January 18, 2022, members of Town Staff presented information to the Board of Selectmen about what increased investment in the Town's infrastructure, including roadways, drainage, sidewalks, and more, would look like. The presentation noted that, while there is over $60 million worth of road work to be done at this time, an $18.3 million Town investment, paired with $6.4 million from State and Federal grants, could help the Town take a sizable step towards having roads in excellent condition while not entirely breaking the bank. The proposal suggested that this investment be financed through bonding, which means the Town would borrow funds and make regular payments on those borrowed funds much in the way that one would make payments on a mortgage. Town Staff members presented this information again to the public on five different occasions: at Town Hall on January 31, at the Winchester Center Congregational Church on February 3, at the Little Red Barn Brewery on February 8, at the Senior Center on February 10, and online via Zoom on February 16. The Need for Investment

On December 20, 2021, Town Staff presented information to the Board of Selectmen about how much work is needed in order to repair Winchester's aging and failing infrastructure. After this presentation was given, the Board of Selectmen recognized the need for greater investment and asked Town Staff to prepare a follow-up presentation that outlined what greater investment in such infrastructure would look like, and that follow-up presentation was given at the January 18, 2022 Board of Selectmen meeting.
