Lead Service Line Project

Service Line Inventory Project




Introduction




The CTDPH has required that the Town of Winchester prepare a service line inventory to determine the materials that the material of the service lines for each customer are known.  The goal is to find all service lines made from lead and then develop a plan to eliminate all lead lines.




Funding the creation of the inventory

1.      The Town applied for funding to offset the costs associated with creating the lead inventory from the Drinking Water State Revolving Loan Fund.  dwsrfeligibilityapplicationpdf 2025 filled w-attchments-prot.pdf

2.      The SRF agreed to fund the project. The Town held a Bonding Referendum and the measure passed.

3.      A consultant was hired and the Preliminary Inventory based on existing records was prepared and approved by the CTDPH.CT1620011 Winsted Water Works LCRR Initial Inventory Complete.pdf

4.      The process of confirming the materials the service lines are made from has begun.
This effort is also being paid for by the DWSRF Program.  The following Pamphlet provides Information about the financing:

The pamphlet is being mailed to all customer in the quarterly bill.  Tenants and Renters will not receive these notices unless they receive the water bills directly.  However, customers are welcome to share these Pamphlets.  Additional copies may be printed from the on-line version, or, additional copies are available at the Town’s Tax Collector’s office and the Public Works Office.

5.      The Commission’s consultant will begin excavating select service lines at the Curb boxes.  This excavation is to expose the service line in order to determine the material it is constructed from.  The following pamphlet will be distributed to properties where this excavation will be performed:

Very quickly after the service line inspection is complete, a second form will be delivered to the building and, if it is a commercial or multifamily tenant home,  the form will be mailed to the address of the owner on file.  The second form will look like this:
