Regional Foundations Boost Winchester’s Resident Assistance Fund
December 10, 2025, WINCHESTER, CT – The Town of Winchester is pleased to announce renewed support for its Resident Assistance Fund (RAF) with two generous contributions from regional philanthropic partners.
The Town has received a $3,000 gift from the Northwest Community Bank Foundation and a $10,000 grant from the Northwest Connecticut Community Foundation, made possible through the Marion Wm. & Alice Edwards Fund, the Karen M. O’Connor Fund, and the Claire and Robert Dombi Fund.
Established in 2021, the Resident Assistance Fund provides flexible, local support to Winchester residents experiencing financial hardship; specifically for needs that cannot be addressed through traditional state or federal programs. The RAF is financed exclusively through private grants and donations, making community and philanthropic partnerships essential to its mission.
The timing of these awards is especially significant. Across the state, households are grappling with rising costs, and winter energy bills combined with holiday-season expenses can intensify financial strain. The RAF serves as an important backstop for Winchester families who may not qualify for other forms of assistance but still need support during difficult periods.
“These contributions directly strengthen our ability to deliver meaningful assistance to residents,” said Town Manager Paul Harrington. “As more families face affordability challenges, these funds give us another tool in the Town’s social services arsenal; complementing the network of partner agencies who provide services at Town Hall throughout the week. These tools allow us to respond quickly and compassionately to the needs of our community at a local and personal level.”
The Town extends its sincere gratitude to the Northwest Community Bank Foundation, the Northwest Connecticut Community Foundation, and the named funds for their investment in Winchester’s growth and community wellbeing.
