Town Announces New Chief of Police

The Town of Winchester/Winsted, CT is pleased to announce the hiring and appointment of Christopher C. Ciuci as its next Chief of Police.

Chris Ciuci, resident of Stratford, CT, has been a member of the Berlin, Connecticut Police Department, CT Police Department since 1994, when he was hired as a patrol officer. He was promoted to sergeant in 1998, was a member of the department’s Detective Bureau from 2002 to 2005, achieved the rank of Lieutenant in 2008, and was named Deputy Chief of Police in 2017. During this time, he has also served the Commission on Accreditation of Law Enforcement Agencies (CALEA) from 2007 to the present as an Assessor and as a Team Leader.

Ciuci attended the University of New Haven for his undergraduate studies, where he graduated with a Bachelor of Science in Criminal Justice and Law Enforcement Administration. He has gone on to receive a graduate certificate in Public Safety Management from the UConn School of Business and his Master of Arts in Leadership from Albertus Magnus College. He is also a graduate of the FBI – Federal Bureau of Investigation National Academy in Quantico, VA, where he graduated in Session #247 in 2011.

Ciuci has further demonstrated his dedication to his profession through his work on the Town of Stratford Public Safety Committee, outside his work with the Berlin Police Department. He served as the Berlin Police Department’s accreditation manager from 2007 - 2017, he has a plethora of experience with investigations and internal affairs investigations, and he has served as his department’s property and evidence room manager for a time. He is a well-rounded public servant that made his knowledge, skills, and abilities easily visible to the hiring team in Winchester.

We’re exceptionally fortunate that Chris chose to join Winchester’s team in this vital leadership role, and I very much look forward to working with him,” said Josh Kelly, Winchester Town Manager and the appointing authority for the Chief of Police position.

There were 18 candidates for the position of Chief of Police, a position that became vacant after the February 1st retirement of the former Winchester Chief, William T. Fitzgerald. Chris Ciuci faced stiff competition between several excellent candidates, but ultimately was the Town’s top-choice after facing two separate hiring panels.

Soon-to-be-Chief Ciuci’s first day of work in Winchester will be Monday, April 3rd, 2023. The Town will be holding his swearing-in ceremony at noon that day in Winchester Town Hall.
