Town of Winchester Announces Release of RFQ/RFP for Wallens Hill Residential Development Project
WINSTED, CT — The Town of Winchester is pleased to announce the release of a Request for Qualifications and Proposals (RFQ/RFP) for the redevelopment of the Mountainside Drive/Wallens Hill property, a 118-acre parcel located approximately 1.25 miles north of downtown Winsted.
The Town is seeking experienced and qualified developers to submit creative proposals for a high-quality, community-style residential development that will complement the surrounding landscape and meet the community’s housing needs.
“This is one of the most significant development opportunities Winchester has seen in years,” said Town Manager Paul Harrington. “Wallens Hill offers a chance to create a thoughtfully designed neighborhood that reflects Winchester’s character while providing diverse housing options for residents of all ages.”
The property, located off Wallens Hill Road, was previously approved for a conservation subdivision but has since been returned to Town ownership. The Town now aims to partner with a developer to bring forward a modern, environmentally conscious residential community that could include a mix of single-family homes, townhomes, or cottage-style dwellings, along with shared amenities and open space.
Developers are encouraged to incorporate sustainable building practices, low-impact design, and open space preservation into their proposals. The Town is open to exploring creative zoning approaches to achieve the best project for the community.
Key Dates:
· Qualifications Due: Monday, December 1, 2025, by 4:00PM
· Preferred Developers Notified: Monday, January 5, 2026
· Final Proposals Due: Monday, February 2, 2026
· Public Presentations: Spring 2026
· Developer Selection & Contract: Summer 2026
